History repeats itself because generations do not remember the past. The “intelligent species“ is not as smart as it presumes itself to be. The advances in technology and science do not outweigh the results of continued observations of man’s inhumanity to man. The play remains the same, only the props change.

This true, it is assumed evolution is an improving process, but evolution can be retrograde if the environment does not take into account the journey taken to get there. Past learnings are lost and actions are determined by the immediate reality not by memory or a collective history.
