Who is the Criminal
The law locks up a man or woman,
Who steals a goose from off the common?
But leaves the greater villain loose,
Who steals the common from the goose?
Is there such a thing as a first time offender? If so, they will be few and far between and have been probably locked away in a hole in the ground on a deserted island from the day they were born, this is only the first time they have been caught for that particular crime.

Not really just think about politicians. If you stole a sheep from a field. You would end up in court and duly punished. If you stole the field? Well. Think about it.
